Job Context

  • Promoting the Quality of Medicines Plus (PQM+) Program, a Co-operative Agreement between the United States Agency for International Development (USAID) and the United States Pharmacopeia (USP). Since 1992, USP has worked in partnership with USAID to support developing countries in addressing critical issues related to medicine quality. The PQM program provides technical assistance to build the capacity of medicine regulatory authorities and quality assurance systems in countries with emergent health systems and it supports the manufacturing of quality-assured priority essential medicines for malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and maternal and child health. There is increasing recognition of the burden of poor-quality medicines and their threat to public health, especially in low- and middle-income countries. Falsified and substandard medicines can cause treatment failure and adverse reactions, can increase morbidity and mortality, and may contribute to antimicrobial resistance. These medicines represent not only a waste of scarce resources but also a substantial risk to public health. Further, they risk undermining decades of health investments, including those made by USAID.
  • Strengthens medical product quality assurance systems in low- and middle-income countries through cross-sectoral and systems-strengthening approaches and the application of international quality assurance standards across the pharmaceutical system. PQM+ seeking a consultant who will provide technical support to the DGDA and the Ministry of Fisheries and livestock to develop and/or finalize the national formulary (animal health). S/he will engage in providing technical support to the DGDA and the relevant ministry/department towards the completion of the National Veterinary Formulary.

  • Consultative meeting/workshop reports
  • References and documents gathered and reviewed to prepare and finalize the formulary.

Job Responsibilities

  • Work with the DGDA committee to aid the Ministry of Fisheries and Livestock in the preparation and finalization of a National Veterinary Formulary to provide oversight and governance to the animal health sector in Bangladesh.
  • Review the first draft of the National Veterinary Formulary and address recommendations from different stakeholders to ensure the document aligns with international standards and norms for national formularies.
  • Closely work with DGDA and the Ministry of Fisheries and livestock to get their expectation and necessary information.
  • Identify the relevant stakeholders and get their input as well.
  • Arrange consultative meetings/workshops independently with livestock sectorial expert members/panels, pharmaceutical personnel(Animal health division), and stakeholders

Educational Requirements

  • PhD, MS In Pharmacology with Doctor of Veterinary Medicine (DVM) degree, Preferable PostDoc in Pharmacology or a relevant field of study.

Experience Requirements

  • At least 15 year(s)

Additional Requirements

  • Minimum fifteen (15) years of practical experience in Veterinary Medicine or in a Pharmacology Department.
  • Good knowledge and understanding of the national formulary (animal health).
  • Should have enough knowledge regarding animal health, veterinary drugs and formulations, and vaccines.
  • Should have extensive knowledge about veterinary product prices in Bangladesh and good collaboration with pharmaceutical companies.
  • Should have the ability in developing policies, regulations, guidelines, and technical/scientific report writing for national & international journals.
  • Should have the ability to lead professionals and manage others through motivation, influence, and collaboration.
  • Should have the ability to collect and interpret quantitative/qualitative information with analytical problem-solving capacity.
  • Preferred qualifications:
  • Working knowledge and understanding of regulatory systems strengthening in Bangladesh
  • Highly desirable: Working Experience as an academician and knowledge in the area of animal health and veterinary drug products.
  • Skills: Logical and analytical capabilities and comfort with handling data; very strong communication skills including the ability to write in English clearly and concisely; ability to work effectively across a broad range of stakeholders and administrative levels; project management.
  • Willing: Handle multiple tasks and be flexible to respond to challenging needs and travel.
  • Computer literacy skills (MS word, Excel and powerpoint, etc)
