Job Context

  • Overall Job Purpose:
  • The Head, Occupational Safety & Health Complaints Mechanism (OSHCM) is a part of the RSC`s Complaints department of the RSC office in Bangladesh. The Head OSHCM reports directly to the Head of Workplace Programs & IR (HoWP & IR) and is based out of the RSC office in Dhaka.
  • The role is responsible for leading the Complaints department in line with the company policies and strategic plans for the RSC to become a world class platform for workplace safety. The role supports the HoWP & IR in the implementation of the strategic plans, execution of the day-to-day operations of the department, establishment of best practices and ensuring regular reporting and data management.

Job Responsibilities

  • 1. Strategic Planning
  • Provide strategic and operational advice on increasing the effectiveness of the Complaints Mechanism
  • Represent the Complaints department on matters requiring inter-departmental coordination
  • 2. Implementing the Complaints Process
  • Manage and build the capacity of RSC Complaint Specialists to effectively process complaints
  • Ensure complaints are processed with integrity, impartiality and in a timely manner
  • Ensure quality control throughout the complaints process and that complaints are processed and reported on in accordance with RSC protocols and procedures
  • Facilitate meetings with the parties to complaints, and responsible brands, for the purposes of investigating and resolving complaints
  • Visit factories, as required, for the purposes of investigating and resolving complaints
  • Draft determinations on complaints where a resolution is not reached by the parties to the complaint
  • Oversee the maintenance and development of information systems for managing the department, the complaints process and for providing data for internal and public reporting;
  • Ensure that Standard Operating Procedures (SOPs) are regularly updated to reflect changes in procedures
  • Work with the RSC Training Department to make sure that factory Safety Committee members and other employees of RSC factories are trained/receive up-to-date informational materials regarding the Occupational Safety & Health Complaints Mechanism
  • Alert the MD and HoWP & IR to any problems that arise
  • Perform related duties as assigned by the MD and HoWP & IR
  • 3. Internal and Public Reporting
  • Provide internal qualitative and quantitative reports, as required, to the MD and HoWP & IR on the implementation of the Complaints Mechanism and departmental and staff-related issues
  • Ensure the timely provision of accurate information for public reporting, including for the RSC Quarterly and Annual reports and the RSC web site
  • 4. Team Training and Development
  • Assist the HoWP & IR in identifying departmental staff training and professional development needs
  • Support the HoWP & IR in the development and delivery of training programmes and continued departmental staff support, including on the Complaints Mechanism, safety rights and the right to refuse unsafe work, and facilitate knowledge-sharing within the Complaints team
  • Assess the performance of team members and support their development

Educational Requirements

  • LLB/Master’s degree in Law/ Social Science/ Environmental Science

Experience Requirements

  • At least 10 year(s)

Additional Requirements

  • At least 10+ years of demonstrated experience of working in the area of judicial or non-judicial grievance mechanisms and/or alternative dispute resolution
  • Key Skills:
  • A strong personal commitment to the goals of the RSC
  • Excellent written and spoken English
  • Native fluency in written and spoken Bangla
  • Knowledge of occupational safety and health/social compliance in the RMG sector
  • Knowledge of the Bangladesh Labour Act
  • Experience of working with a tripartite/multi-stakeholder organisation
  • Ability to engage effectively with all constituents of the RSC
  • Experience of industrial relations, including social dialogue
  • Knowledge of the international policy/legal context for supply chain responsibility and due diligence
  • Strong communication skills and the ability to convey complex messages to a diverse range of audiences
  • Experience of managing a team of at least 10 people
  • Ability to foster integration and teamwork
  • Effective time management skills, including proven ability to prioritise and meet deadlines
  • Advanced computer literacy, including management information systems/spreadsheets
