Contract length: 1 year (with possibility of extension subject to funding, program needs and performance of incumbent)

Work Location: IRC-Bangladesh, Cox`s Bazar Office
The Manager Ethics and Compliance will assist Senior Coordinator Ethics and Compliance to oversee internal control and compliance functions across the country program including compliance review of partner, support departments and participate ECU/ In Country Investigation.
The post holder also involves with different capacity building initiatives such as facilitated new staff induction secession, provide training to partner staff, MSA/MPA supplier and others based on requirement on Ethics and Compliance overview and fraud sensitization.
Job Responsibilities
Internal Control and Compliance:
Based on work plan, conduct compliance, operational and Financial reviews of IRC partner and sub-partner (operation & program), IRC support departments to assess adequacy and effectiveness of Internal Controls, risk management, and compliance align with policies, procedures and regulations
Share draft audit report with line manager including findings and give appropriate recommendations for improvement of country program and related partners’ processes, systems and procedures where relevant.
Misconduct Allegations and Investigations:
Contribute to investigations on case -by-case basis under the guidance of the Senior Coordinator Ethics and Compliance/ CD/ ECU. This may include below:
Undertake investigations of alleged fraud, waste, financial corruption, misconduct, safeguarding issue ensuring objectivity, impartiality, and fairness through investigative processes in accordance with generally recognized international investigation standards and IRC guideline
Prepare draft investigation report and share with line manager and preserve appropriate evidence in the working file.
Training:
Support training workshops to IRC staff, Partner Staff, MPA/MSA supplier in collaboration with HR on Ethics and Compliance in particular the IRC Code of Conduct.

Educational Requirements
Bachelor’s Degree in Finance/ law/ Management
Certification: CA course completed from a reputed CA firm
Experience Requirements
At least 5 year(s)
Additional Requirements
At least 5 years of experience in investigation, finance, auditing with NGO
Preferably 2 years working experience with INGO/ IN organization
CA course completed from a reputed CA firm is highly preferred
Excellent written and verbal communication skills in English and Bangla
Good understanding of Accounting and Internal Control Standard (COSO).
Familiarity with forensic accounting and both digital and paper filed audits.
Familiarity with GoB compliances for INGO in Bangladesh.
Strong planning, organizational and interpersonal skills.
Excellent analytical, presentation and reporting skills
Evidence of successful experience in compiling and conducting training, workshop in an advantage
Excellent IT skills in Microsoft Word, Microsoft Excel and Microsoft PowerPoint
Strong commitment to IRC’s mission purpose and values.
