Job Responsibilities
The Technical Officer is primarily entrusted for Implementing and Monitoring the following project, providing technical support to the Programme, project management, S/he will closely work with MEAL team at country office level by active participation in reporting, baseline studies, periodic/midterm review Pre-Post KAPs, assessments, data collection, data validation, spot checks, field visits, desk review etc. Designated as the technical officer having academic qualification and experience in agriculture sector for the project called “Safe Food”, the incumbent needs to extend technical support to the project and understand action research for such agriculture farming project with ability to conduct process documentation coupled with process monitoring, progress monitoring and result/performance monitoring for delivering through periodic reporting as per schedule of the assignment. This reporting shall be done using prescribed tools, materials along with indicators at different point of time.
To carry out these responsibilities, the incumbent needs to work closely with Assistant Programme Coordinator at Cox’s Bazar and under direct guidance and mentoring support from Partnership Development Advisor.
Technical Support
In collaboration and coordination with VSO, the partner Organization and it designated implementing partner, Shushilon, she/he will
Facilitate farmers (Female member mostly) and youth group formation.
Mobilize these groups for active engagement in safe food cultivation, production, sales duly establishing a value chain
Conduct training, orientation and mentoring support to individual farmer or groups on technical aspect of agro-based safe food cultivation and production
In coordination with partner organization and its designated organization/personnel will extend technical support since project inception to its end based on identified needs for safe food farming, storage, quality assurance, reach out to the consumer’s market duly establishing a value chain.
Monitoring & Evaluation
Responsible for managing the Project Progress Matrices/ tracking sheets (PPMs) and other data gathering tools based on key performance indicators of all projects/programs and make sure that all projects provide data on a timely basis.
To carry out regular field visits to project areas, prepare and disseminate monitoring visit reports to concerned stakeholders for effective and timely decision making.
Provide support to conduct the formative and summative evaluation, assessments, baselines, and periodic studies that can support in identification and prioritization of problems, as well as project design.
To keep close track of all project programmatic progress; identify and troubleshoot the gaps
Regular updating of MEAL trackers/database for sharing with the MEAL manager on a monthly basis.
To follow guideline for action research for documentation and frequency of monitoring using prescribed tools and materials.
Reporting
Maintain the effective and efficient flow of timely and quality reports submission to country office for onward communication to MHHQ following standard temples.
To ensure that reports reflect organization policies, strategies, programming framework and project objectives and deliverables.
Accountability and Learning
To maintain an Accountability mechanism for timely registration and response to all complaints of stakeholders and to ensure compliance of CHS and HAPs standards/practices.
Increase awareness of field staff and beneficiaries on accountability mechanisms through formal and informal support.
Support the ort MEAL Officer to develop and maintain “learning sharing mechanisms” for further improvements in program/ project designs and strategy.
Receive accountability data from the field, report it and share it with MEAL Officer.
Ensure effective practice of data on Complaint and Response, Monitoring Action Plan Tracker and MEAL tools;
Contribute in knowledge management using documents and information gathered through action research, case study, etc.
Provide support to any other tasks related to MEAL department by the MEAL Officer.

Educational Requirements
At least Bachelor Degree in Agriculture with certain basic experience in organic farming and usage of different organic materials and pesticides to ensure safe food cultivation and production mobilizing selected contact farmers in selected villages under Ramu Upazila – Cox’s Bazar. S/he should have some basic knowledge about research, documentation and reporting.

Additional Requirements
Minimum 2-3 years of experience in relevant subject as mentioned above.
Knowledge and experience agriculture project implementation with quality assurance through technical and project management support will be added advantage.
Knowledge of maintaining records and databases.
Knowledge of Research and Assessment Studies
Knowledge of Microsoft Office software application
Knowledge of Data collection and analysis
Good understanding of reporting and information management
Proven ability to provide peer-to-peer support and coordination.
